I tried to date the photo by the car, which has a square back and rectangular window similar to a Ford Model A. Maybe you can do a better job? If I’m correct, then the earliest date for this picture would be 1927, when the model was first introduced. That time frame would also match the woman’s knickers. These short trousers became popular sportswear for women in the 1920s and were worn by young and old alike.
Was this woman off for a long trip or a short picnic? There are certainly a lot of items on the table. The trunk on the left makes me think that she had a longer trip in mind.

I can’t find any other clues as to the date, so I;m going with your timing. I definitely think it is a longer trip with the family dog along for the adventure!
Yes, the dog looks like this is a typical part of the day. I think I have a basket like the one she is perched in front of sitting in my hall full of library books.
